INDUSTRY.co.id - Surabaya - PT Pelindo III is preparing a budget of Rp 1.6 trillion for reclamation investment in Tanjung Emas Port Semarang in West Kalibaru area of 22 Ha, as part of supporting the sea toll program established by President Joko Widodo.
Commercial and Operational Director of Pelindo III Mohammad Iqbal in Surabaya, Tuesday (29/5/2018) said the development is done because the Port of Tanjung Emas becomes one of the sea toll lanes.
In addition, the development of Tanjung Emas is also to strengthen the loading and unloading activities while supporting the economy of Central Java Province which has been increasing since 2012.
"Certainly the increase in the economy in Central Java initiated us to develop the port under management in support of the State's economy, especially the Port of Tanjung Emas Semarang being one of 24 feeder ports for the main port and the collecting port of the sea toll road line so that with the new terminal, goods can be done within the harbor area, "he said.
Iqbal said the reclamation process is currently entering pre-reclamation stage, where the port area including reclamation will later implement zonation system as a bulk zone, international container zone, passenger terminal zone, and cruise.
In the area development plan, Pelindo III has pocketed the Environmental Assessment Letter of the Reclamation Activity Plan (SKL) and Environmental Permit (IL) established in 2017 by the Minister of Environment and Forestry.
"Currently, the terminal development is still hampered because SKL and IL owned by Pelindo III are being sued, which is not to discourage Pelindo III's intention to continue the licensing process at the Ministry of Transportation," he said.
Vice President of Corporate Communication Pelindo III Lia Indi Agustiana as quoted by Antara confirms Pelindo III as a Port Company concession holder in Tanjung Emas Port, is authorized to carry out development in Tanjung Emas area.
That is, based on the Concession Agreement and the provisions of Article 31 of Transportation Minister Regulation Number 15 Year 2015 concerning Concession and Other Forms of Cooperation between the Government and Port Business Entities in the Port Area as amended by Government Regulation No. 166 of 2015.
In addition, it is also based on the provision of Article 67 paragraph (1) of Law Number 5 Year 1986 regarding State Administrative Court as amended by Law Number 51 Year 2009 regarding the Second Amendment to Law Number 5 Year 1986 concerning the Administrative Court State Enterprises.
"The existence of PTUN's lawsuit in principle does not delay or impede the implementation of SKL and IL owned by Pelindo III, or in other words SKL and IL Pelindo III still have the legal power to be the basis for the application of development permit," he said.
Lia admitted that Pelindo III as a state-owned enterprise that serves as state development agent can not stop or postpone development because Tanjung Emas Port is important to ensure the distribution of goods needs of Central Java and Yogyakarta people, as well as Semarang's container terminal which becomes export gate.
