INDUSTRY.co.id - Jakarta - The government continues to encourage the establishment of an effective and efficient national transportation system to improve the mobility of people, goods and services. In the toll road sector, in an effort to improve services to toll road users and support the national logistics system, the Government implements toll road integration policy as a step towards continuous or multi lane free flow (MLFF) transactions that will be enacted in 2019.

This policy has also been in line with the mandate of Government Regulation No. 15/2005 on Toll Road as amended lastly by PP No 30 of 2017, where toll roads are required to have high level of service and comfort compared to existing public roads and can serve long-distance traffic flow with high mobility.

Minister of Public Works and People's Housing Basuki Hadimuljono said JORR toll road integration is mainly aimed at improving toll road service standards such as road stability, travel speed and toll transaction queues.

Transaction of tolls after integration into an open system where toll users only conduct one transaction. Currently, toll users must conduct 2-3 times transactions to use JORR toll roads of 76.43 Km consisting of 4 toll roads and managed by different toll road business entities (BUJT).

"Five existing toll gates will be eliminated, thereby reducing the queues on the toll. Toll integration also aims to support national logistics system to be more efficient and competitive. Socialization is continuously conducted and will be decided in the near future because it has been awaited by logistic transportation, "said Minister Basuki.

As a consequence of the toll integration, there is a change of tariff, where the tariff used is the average tariff of the toll road multiplied by the average trip length. For JORR long-distance toll users will benefit from tariff changes compared to the close-up toll users.

Tariffs for logistics vehicles ie vehicles class II, III, IV and V actually decreased compared to before. With tariffs declining, toll road integration will encourage logistic transportation using toll roads because it is more efficient that certainly reduces the burden of arterial roads.

Impact artery road is not easily damaged and always awake in steady condition. Traffic density on the arterial road due to the large number of large cargo trucks will also decrease as in Tanjung Priok area. Toll integration will also be followed by logistic transportation control policy that is related to truck dimensions and load.

Minister Basuki underscored that tariff changes have been carefully calculated. "There is no increase in hidden tariffs that will increase revenue and provide additional benefits for the related BUJT," said Minister Basuki.

After integration, JORR toll road along 76,43 km will be charged one tariff that is Rp 15.000 for vehicle of class I, vehicle of class 2 and 3 tariff is same that is Rp 22.500, and group 4 and 5 also pay same tariff that is Rp 30.000.

The tariff rate of Rp 15,000 is based on the multiplication of the average distance of JORR toll road users 17.6 km with an average tariff of Rp 875 per km. The amount of this tariff is still below the willingness to pay of the community obtained from the previous study related to toll road investment.

JORR Toll consists of Section W1 (Penjaringan-Kebon Jeruk), North W2 Section (Kebon Jeruk-Ulujami), South W2 Section (Ulujami-Pondok Pinang), Section S (Pondok Pinang-Taman Mini), Section E1 (Taman Mini-Cikunir ), Section E2 (Cikunir-Cakung), Section E3 (Cakung-Rorotan), Tanjung Priok Access Toll Road Section E-1, E-2, E-2A, NS (Rorotan-Kebon Bawang) and Pondok Aren- Bintaro Viaduct-Ulujami.

The previous toll road integration policy has been implemented on several toll road sections. In 2016, integration of the Jakarta-Palimanan and Palimanan-Brebes East toll roads will be carried out in 2017. The integration of the Jakarta-Tangerang-Merak toll road and 2018 has been integrated into the Jakarta-Bogor-Ciawi (Jagorawi) toll road section and the Semarang toll section of ABC section .
