Japan's path to a greener economy is more complex than most. Heavily dependent on imported fossil fuels and rebuilding public trust in nuclear power after the 2011 Fukushima disaster, Tokyo has devised a distinctive energy transition strategy built around a nuclear restart, a world-leading hydrogen push and a large state financing mechanism. Understanding Japan's green energy transition is essential for anyone tracking global decarbonisation and Asia's energy future.

The Energy Dependence Problem

Japan imports roughly 87 percent of its primary energy, one of the heaviest import dependencies among advanced economies. Energy self-sufficiency declined sharply after the Fukushima disaster, when Japan idled the vast majority of its nuclear reactors and turned back to imported coal and LNG to fill the gap.

This dependence makes Japan unusually exposed to energy price shocks and supply disruption. It is also the backdrop for the country's aggressive push to diversify into renewables, nuclear, hydrogen and ammonia, and to develop a home-grown energy industrial base.

The Nuclear Restart Programme

The most consequential element of Japan's transition is the gradual restart of its nuclear fleet. After Fukushima, almost all of Japan's roughly 33 reactors were taken offline. Under a revised policy, Japan aims to lift nuclear's share of generation from about 5 percent in 2022 to roughly 20 to 22 percent by 2030.

The restarts are incremental and slow, requiring regulatory approval, local consent and safety upgrades. A landmark was the Onagawa Unit 2 (825 megawatts), which resumed operations in late 2024 despite having survived the 2011 tsunami. Operators including TEPCO, Kansai Electric Power and Tohoku Electric have pushed for further restarts. Hydrogen at the Core

Few countries have placed hydrogen as centrally in their decarbonisation plans as Japan. The government treats hydrogen and ammonia as core tools to decarbonise electricity, heavy industry and transport — precisely the sectors that are hardest to electrify directly.

Japan's strategy has two prongs. Domestically, it supports the production of low-carbon hydrogen and the development of ammonia co-firing, in which ammonia is burned alongside coal in thermal power plants to reduce emissions. Internationally, it is building supply chains to import hydrogen and ammonia from partner countries such as Australia and producers in the Middle East. Leading firms driving this include trading houses, JERA (Japan's largest power generator) and industrial players such as Mitsubishi Heavy Industries, Kawasaki Heavy Industries, ENEOS and Iwatani, alongside Toyota's long-standing bet on hybrid and fuel-cell vehicles.

Financing the Transition: GX Bonds

A distinctive feature of Japan's approach is how it pays for the shift. Tokyo has created "GX (Green Transformation) Economic Transition Bonds," which raise capital in advance to fund industrial decarbonisation, low-carbon energy, hydrogen and ammonia value chains, and carbon capture. The bonds are designed to be repaid using future carbon-pricing revenue, creating a self-funding mechanism for the transition rather than relying solely on general tax revenue.

This framework, overseen by Japan's Ministry of Finance, represents one of the world's more ambitious experiments in transition finance. By front-loading investment and tying repayment to carbon pricing, it aims to give companies the certainty they need to invest in expensive green technologies.

The Road to Net Zero

Japan's 2050 net-zero commitment underpins these initiatives, but the path remains challenging. Renewables are expanding, yet grid and land constraints limit their pace. Nuclear restart faces political and local hurdles. Hydrogen and ammonia co-firing is promising but still at commercialisation stage. The result is a transition that is likely to be steadier — and more reliant on a mix of technologies — than in many European economies.

For global markets, Japan's strategy matters enormously. As the world's fourth-largest economy and a major buyer of coal, LNG, hydrogen and battery materials, Japan's energy choices shape global commodity demand. Its approach — treating hydrogen as central, financing transitions with dedicated bonds and cautiously reviving nuclear — offers a distinctive, pragmatic model that other hard-to-decarbonise Asia-Pacific economies are closely watching.
