The congestion mainly occurs when entering the area around Cikarang and Cikunir. The reason, PT Jasa Marga (Persero) Tbk has identified the causes of congestion and concluded it to be seven factors.

"The first factor is road load in some segments that exceeds road capacity due to high traffic load," said General Manager of PT Jasa Marga (Persero) Jakarta-Cikampek Branch Raddy R Lukman.

The second factor is the high number of freight vehicles in the form of trucks that average overload. It contributes greatly to traffic disruption due to its low speed and maneuverability.

He continued, the third factor is the increase of potential congestion in Cikunir Interchange (SS). Therefore, the point is a traffic meeting from three directions as it is connected with the Jakarta Outer Ring Road Sexy Tanjung Priok (JORR E3).

"The fourth factor is there are several projects that are being done at the same time, there are workmanship of LRT, Jakarta-Cikampek flyover toll road, fast train, and routine maintenance so that the road capacity will decrease and disturb the traffic movement," said Raddy.

 The fifth factor, he continued, the number of vehicles entering the rest area exceeds capacity, causing the queue to extend to the main line of tolls and create traffic congestion. For the sixth cause is the frequency of vehicle breakdowns that strike, damage to spare parts, and the like.

As for the seventh factor, added Raddy, because road users carry e-toll cards with less balance when transacting at toll booths.
