INDUSTRY.co.id -Jakarta- The emergence of village fund policy provides fresh air for the development of rural communities. However, unfortunately there are many irregularities in the use of village funds for purposes beyond the empowerment of village people and some are corrupt by government officials in the regions and villages.

The funding to the village since 2015 starts at Rp 20.76 trillion (for 74,093 villages), 2016 of Rp 46.98 trillion (for 74,754 villages) and 2017 of Rp 60 trillion (for 74,954 villages). Even the planned village funds in 2018 amounting to Rp 120 trillion.

"A very large figure for the allocation of development budget in the village. If the fund is well implemented for the improvement of village infrastructure, the operasinal of village development, the revolving fund program will accelerate the development of the village in accordance with the third Presidential Nawacita which is to build Indonesia from the periphery, "said the Daily Chairman of Dekopin Agung Sudjatmoko, Friday (11/8).

Agung said the need for a solution to change the system of allocation of the use of village funds. There are four steps that can be done, namely 1) breaking the distribution system into 4 parts, namely for the construction of village infrastructure, training education, operational and capital rolling in the countryside, 2) each of the above sections are inserted into the institution account of the legal entity in the village accordingly With allotment, 3) supervise the use of the budget in a democratic manner by involving the villagers.

Specifically for revolving capital Dekopin recommends that the government use cooperative instruments to save and optimize village funds.

"Why use cooperatives, because with the village fund cooperatives can be rolled into the target group in the village. Villagers are registered as members, cooperatives in designated villages have healthy cooperative conditions and accountability of the use of village funds in cooperatives will be accountable with clear mechanisms at member meetings. All progress, developments and issues are commonly disclosed at member meetings. Thus the village funds can be used optimally, "said Agung.

Dekopin, put forward, is ready to build transparency in the use of village funds especially for the allocation of revolving capital for the empowerment of rural communities as long as the cooperatives are given the correct and proportional role to disentangle the problem of village funds.
